Business Central IWs License
When assigning Business Central license to the users, you will notice that you have Dynamics 365 Business Central for IWs. What is it and why do you have 10000 of it ?
IWs is a demo license / free evaluation license.
When you signup for Business Central trial using the self-service sign-up, 10000 IWs licenses are added to your Azure AD. It allows you to assign multiple users to evaluate the functionality of Business Central. Once you are happy, you can buy the Essential or Premium licenses.
IWs stands for Information Workers.

what permissions would a IW have, we discovered that an IW licence even with SUPER and EXT MGT permission sets still cannot access Extension Management page
IW is for trial. It is as powerful as super, but it has limitation in term of managing the environment. I never tested it if you can use Extension Management or not, but probably not.
Do you have info on what the overall capabilities of an IWs license can do with respect to Production v. Sandbox? We have a client that wants to go through the whole implementation under the IWs licenses and only add the Premium licenses just prior to go-live. Can they have IWs licenses logging into a production tenant?
I believe IWs license has similar capabilities of premium license, but you can’t use job queue or do administration setup.
